Protecting Against Climate Threats in New Jersey

Through the National Flood Insurance Program, FEMA establishes minimum design and construction standards for participating communities. The New Jersey Department of Environmental Protection establishes even higher standards for roads, buildings, and other structures built within and near flood hazard areas. However, both FEMA and NJDEP rely on flood mapping that is based on past flood data that does not anticipate future conditions resulting from a changing climate.

As sea levels rise, more land will be daily or permanently inundated and coastal floodplains will expand. A warmer atmosphere can hold more water and produce more intense precipitation events, thus increasing stormwater runoff and causing riverine flooding to expand. NJDEP is currently drafting new regulations that anticipate future flood conditions and would require homes, businesses, and infrastructure to be built to be resilient not only for today’s flood events but for tomorrow’s flooding as well.

NJAFM Chair and NJDEP Assistant Commissioner Vince Mazzei, P.E., will explain the basis for the anticipated new regulations and share details on the future flood conditions that are being contemplated as a basis for development in New Jersey’s communities.
