New Model Code-Coordinated Floodplain Ordinance

New Jersey has recently developed a new Model Code-Coordinated Ordinance which all 552 participating communities will have to adopt to remain in good standing with the NFIP.   This ordinance incorporates New Jersey Flood Hazard Area Control Act higher floodplain standards and required NFIP regulatory requirements with Statewide Uniform Construction Code flood resistant design requirements.  In its post-Sandy recommendations, FEMA suggested that New Jersey move towards code-coordinated ordinances to clarify how each of these regulations and the individuals charged with implementing them at the local level work together to prevent flood damage.   These ordinances also address gaps in previous model ordinance language noted in a recent FEMA audit and provide more specific information on how development should be designed, permitted, and constructed to ensure compliance with the NFIP.  Floodplain Administrators, CRS Coordinators, Construction Officials, Township Engineers, Zoning Officials, and Township Planners and other interested local officials are encouraged to attend.   


Kenya Lovill – Kenya Lovill is an Environmental Engineer at the NJDEP NFIP Coordinator’s Office.  She works with the FEMA Community Assistance Program State Support Services Element program to assist municipalities in floodplain management.  She has assisted many communities with ordinance adoptions and is currently working with communities to develop Substantial Damage Management Plans.  She received her Bachelor’s degree from Drexel University in Environmental Engineering.


Rebecca Jones, CFM - Rebecca Jones is Grant Manager and Floodplain Specialist for the NFIP Coordinator's Office at NJDEP.  She works as a liaison between FEMA and participating communities and manages a $50M Post-Sandy HUD grant that is financing infrastructure in 8 New Jersey communities.  She has a B.S. in Geosciences from Penn State and an MBA from Rutgers.  

REQUIREMENTS: 

Those attending this and future NJAFM webinars who wish to receive continuing education credit toward their Certified Floodplain Manager (CFM) status must meet two requirements:
  • Membership in the New Jersey Association for Floodplain Management (NJAFM) 
  • Completion and return of the course evaluation form to greg@njafm.org   A copy of the course evaluation form can be found here .  Course evaluation forms must be completed and returned no later than one week following a webinar.   ​
