New Jersey Ordinance Administration

A few months ago, NJAFM hosted a seminar that introduced New Jersey's Model Code Coordinated Ordinance (MCC0) which all 553 participating NFIP communities will have to adopt to remain in good standing with the NFIP.   New Jersey MCCO's are now compliant with FEMA's precedence rule, 44CFR60.1(d).  This rule requires that local floodplain managers make decisions that meet New Jersey's minimum floodplain management and flood resistant design requirements, which are higher than those required by the National Flood Insurance Program. 
 
This Ordinance Administration seminar will discuss how local floodplain administrators can leverage the MCCO to coordinate their local decision-making with State law.  
This seminar will provide more information on State regulations, State permit requirements,  and the regulatory gaps that led to the development of the MCCO's and discuss the variance and enforcement sections of the new ordinance.  


Rebecca Jones, CFM - Rebecca Jones is Grant Manager and Floodplain Specialist for the NFIP Coordinator's Office at NJDEP.  She works as a liaison between FEMA and participating communities and manages a $50M Post-Sandy HUD grant that is financing infrastructure in 8 New Jersey communities.  She has a B.S. in Geosciences from Penn State and an MBA from Rutgers.  

Kenya Lovill is an Environmental Engineer at the NJDEP NFIP Coordinator’s Office.  She works with the FEMA Community Assistance Program State Support Services Element program to assist municipalities in floodplain management.  She has assisted many communities with ordinance adoptions and is currently working with communities to develop Substantial Damage Management Plans.  She received her Bachelor’s degree from Drexel University in Environmental Engineering.

Becky Lyne, PWS, CE – Becky Lyne is an Environmental Technical Manager at Michael Baker International, Inc. She specializes in the environmental documentation process, assisting public agencies and municipalities in NJ to successfully obtain permits from the NJDEP and Federal agencies for infrastructure projects. She has a B.S. in Ecology from Rutgers University and a Master in Environmental Science from the University of Pennsylvania.

Those attending this and future NJAFM webinars who wish to receive a Continuing Education Credit (CEC) for CFM and/or Professional Development Hour (PDH) for NJPE must meet two requirements:
