New Jersey Local Design Flood Elevation Worksheet
The new Model Code Coordinated Ordinance has introduced the concept of a Local Design Flood Elevation (LDFE). Because State law requires consideration of state-studies regulating to 125% of the base flood flow and best available flood hazard data including effective, preliminary, and work maps and building to ASCE24-14 standards, local floodplain regulation requires a very complex regulatory analysis. NJDEP has developed a Local Design Flood Elevation Worksheet as a way for floodplain managers, architects, designers, and engineers to ensure that projects are built to meet State minimums. This worksheet also incorporates additional local ordinance freeboard and any locally identified flood hazard areas specified in the new model code coordinated ordinance. This session will train participants in a documentation method that "shows the work" that goes into designating LDFE's and emphasizes why relying on BFE's, FHDFE's, and DFE's may not meet the higher standards incorporated in local floodplain development ordinances.
Rebecca Jones, CFM - Rebecca Jones is Grant Manager and Floodplain Specialist for the NFIP Coordinator's Office at NJDEP. She works as a liaison between FEMA and participating communities and manages a $50M Post-Sandy HUD grant that is financing infrastructure in 8 New Jersey communities. She has a B.S. in Geosciences from Penn State and an MBA from Rutgers.
Kenya Lovill is an Environmental Engineer at the NJDEP NFIP Coordinator’s Office. She works with the FEMA Community Assistance Program State Support Services Element program to assist municipalities in floodplain management. She has assisted many communities with ordinance adoptions and is currently working with communities to develop Substantial Damage Management Plans. She received her Bachelor’s degree from Drexel University in Environmental Engineering.
Becky Lyne, PWS, CE – Becky Lyne is an Environmental Technical Manager at Michael Baker International, Inc. She specializes in the environmental documentation process, assisting public agencies and municipalities in NJ to successfully obtain permits from the NJDEP and Federal agencies for infrastructure projects. She has a B.S. in Ecology from Rutgers University and a Master in Environmental Science from the University of Pennsylvania.
