New Jersey Model Permit Rollout

New Jersey is introducing a model permit template that can be adopted and customized by municipalities.  It was developed in response to FEMA's findings that many municipalities were using the UCC Construction Permit sleave to document floodplain development permit decision-making and were not keeping proper records of all NFIP-regulated decision-making.   This model permit addresses both structural and non-structural development (i.e. storage of materials, mining, dredging, filling, grading, paving, excavations, and other land-disturbing activities found in FEMA's definition of "development").    It is a very comprehensive document because a one-size-fits-all approach is not feasible given the variability of New Jersey's municipalities where agricultural structures and parking garages seldom exist in the same town.  This seminar will provide insight into permit documentation and recordkeeping strategies and will provide ideas for adapting and incorporating it into a town's regulatory framework.      

Rebecca Jones, CFM - Rebecca Jones is Grant Manager and Floodplain Specialist for the NFIP Coordinator's Office at NJDEP.  She works as a liaison between FEMA and participating communities and manages a $50M Post-Sandy HUD grant that is financing infrastructure in 8 New Jersey communities.  She has a B.S. in Geosciences from Penn State and an MBA from Rutgers.  

Kenya Lovill is an Environmental Engineer at the NJDEP NFIP Coordinator’s Office.  She works with the FEMA Community Assistance Program State Support Services Element program to assist municipalities in floodplain management.  She has assisted many communities with ordinance adoptions and is currently working with communities to develop Substantial Damage Management Plans.  She received her Bachelor’s degree from Drexel University in Environmental Engineering.

Becky Lyne, PWS, CE – Becky Lyne is an Environmental Technical Manager at Michael Baker International, Inc. She specializes in the environmental documentation process, assisting public agencies and municipalities in NJ to successfully obtain permits from the NJDEP and Federal agencies for infrastructure projects. She has a B.S. in Ecology from Rutgers University and a Master in Environmental Science from the University of Pennsylvania.

Those attending this and future NJAFM webinars who wish to receive a Continuing Education Credit (CEC) for CFM and/or Professional Development Hour (PDH) for NJPE must meet two requirements:
