    This workshop (held at a north and south Jersey location) will review tools and actionable steps that communities can take to be more prepared and resilient to the impacts of climate change. The tools were developed and vetted by public, non-profit and academic partners throughout the state, including Sustainable Jersey’s Task Forces. As such, they represent some of the most current resiliency tools available to New Jersey municipalities. Topics to be covered include the NJ Municipal Resilience Cycle, coastal and tidally influenced vulnerability assessments, extreme temperature event plans, emergency preparedness self-assessments (“Getting to Resilience”), emergency communications for vulnerable populations, and more.

    The workshop is intended for planners, engineers, emergency managers, local officials, green teams and citizens and organizations interested in learning about local resiliency tools and actionable steps. You don’t need to be a Sustainable Jersey community to benefit from the workshop, although you’ll probably want to join the growing list of registered communities afterwards!  For further information see the attached file.

    FEMA has announced its first Annual Report of the Office of the Flood Insurance Advocate (OFIA) that is now live on This report is being released publicly to further the OFIA’s goal of transparency and is available on the OFIA webpage. The OFIA identified five trends that present opportunities for program improvement: the lack of actionable data, Increased Cost of Compliance (ICC), the Homeowner Flood Insurance Affordability Act of 2014 (HFIAA) surcharge, issuance of prior-term refunds, and information related to floodproofing. The trends identified in this report emerged from the inquiries submitted to the Office this past year and represent areas of concern that impact a broad population of National Flood Insurance Program (NFIP) customers. The NFIP program areas were provided an opportunity to respond to these findings and responses are included in the report. The OFIA is an independent office within FEMA with direct alignment to the Federal Insurance and Mitigation Administration (FIMA) Associate Administrator and the FEMA Administrator. The OFIA will make this report and subsequent reports available via its webpage. The mission of the OFIA is to advocate for the fair treatment of policyholders and property owners by providing education and guidance on all aspects of the NFIP, identifying trends affecting the public, and making recommendations for program improvements to FEMA leadership.     NJAFM Members,

    Attached is announcement from the Jacques Cousteau Reserve and the New Jersey Association for Floodplain Management (NJAFM) regarding a course on Leveraging Tools for Conducting Damage Assessments.      The course takes place on June 1st (Ocean County) and June 3rd (Monmouth County).

    The scope of this course is to provide a review of damage assessment, the importance of providing quick and accurate assessments, and an opportunity to review and practice with tools to assist in conducting damage assessments.  The course will also review various disaster damage assessment processes, collaborating agencies, and resources.

    Participants will discuss and develop a damage assessment action plan in order to ensure that resources are in place for an adequate response, followed by a hands-on exercise using various tools and software to collect damage assessments.

    Climate change presents serious challenges to public health in New Jersey as well as in the United States and around world. The multidimensional impacts of projected climate change include direct health effects of more frequent, intense, and longer-lasting heat waves that also worsen risks of drought, wildfire, and air pollution risks; increasing heavy rain events, more intense storms, and changes in precipitation patterns that lead to drought and ecosystem changes, and rising sea levels that intensify coastal flooding and storm surge. The workshop will provide an overview of how a changing climate may affect human health, the latest research on public health implications of climate change, and leading efforts around the U.S. to prepare public health professionals and agencies to address impacts from climate change. A panel of New Jersey public health practitioners will discuss challenges and opportunities and lay out possible next steps for action in New Jersey.  Find the Conference website at:

    This year will bring another routine update and revision of the CRS Coordinator’s Manual, the all-purpose reference and guidance document for the Community Rating System. The current, 2013 edition of the Coordinator’s Manual is effective until the end of this calendar year. Between now and then, minor updates are being made and it will be subject to review by the Office of Management and Budget. It is expected that a new edition will become effective early in 2017 and be in force for three years, as usual.

    No major alterations are in store this cycle. Instead, attention is being paid to the following:

    ---Language that has been deemed potentially confusing or contradictory is being clarified, with an eye toward making the guidelines and instructions easier to understand.

    ---Corrections are being made to typographical errors and other minor matters, such as incorrect section numbering or mistakes in cross-references.

    ---All references to and links to sources of information and further assistance—both within the CRS and among outside entities—are being updated.

    ---The credit criteria and scoring details for flood-related special hazards (tsunami, coastal erosion, ice jams, etc.) are being moved from the separate supplements into the Coordinator’s Manual. Having all this information in one place will make it more convenient for both the communities and the CRS team.

    Please help us spread the word, and share the following announcement regarding the 2016 FEMA Flood Mitigation Assistance (FMA) and Pre-Disaster Mitigation (PDM) grants, with your local floodplain administrators, municipal coordinators  and other interested parties.  The Fiscal Year 2016 application period will be open starting March 15, 2016 and applicants must apply for either grant via the Mitigation eGrants system located on the FEMA portal:   

    All complete applications are due to NJOEM (through e-grants) by COB May 13, 2016.  NJOEM Mitigation Unit staff must review, revise and coordinate with other State agencies before submitting final complete application packages through the Attorney General’s office prior to the June 15, 2016 FEMA deadline. We encourage all applicants to submit applications through e-grants as early as possible due to the short timeframe and turnaround of applications.


    FMA:  In FY 2016 the total amount of funds distributed under the FY 2016 FMA Grant Program will be $199 million.

    PDM:   In FY 2016 the total amount of funds distributed under the FY 2016 PDM Grant Program will be $90 million.


    These grants are competitive nationwide and are open to all 50 States, the District of Columbia, Federally-recognized Native American Tribal governments, American Samoa, Guam, Norther Mariana Islands, Puerto Rico and the U.S. Virgin Islands.  Local Governments are considered sub-applicants and must apply to their applicant state/territory.
