The NJOEM Mitigation Unit  is accepting requests for the Federal Emergency Management Agency (FEMA) Benefit Cost Analysis (BCA) Course.  The original BCA program consists of methodologies and software modules for determining the benefit of a mitigation project over its cost to determine the cost effectiveness of the project.  The program conducts a BCA on a range of major natural hazards, including flood, earthquake, hurricane wind, tornado, and wildfire.  There is also a module for those with limited amounts of data that is called the damage frequency module.  Please send this information out to all applicable municipalities within your respective counties.

Dates: Tuesday, June 7 – Wednesday, June 8, 2011

Location: 1 River Road, Bldg. 18 (ROIC), West Trenton, NJ 08628

Course Information:  The course goal is to educate participants on the software and information needed to perform a BCA on a potential mitigation project.  This course will assist participants in developing quality Benefit-Cost Ratios (BCRs) to use when developing grant applications for the Unified Hazard Mitigation Assistance (HMA) grant programs.  The following modules of the course will be offered:

  • ·         Flood / Damage Frequency Assessment (DFA)

Course Prerequisites:  The course prerequisite is the Introduction to Benefit-Cost Analysis, which is available at http://www.bchelpline.com/training.html

Course Length: 2 days.  From 8:30 am to 5:00 pm both days.

Participant Selection Criteria: The intended audience includes personnel of local jurisdictions, tribal governments, and Private Non Profit (PNP) organizations that are eligible applicants for Unified HMA grants; state mitigation staffs responsible for assisting Unified HMA sub applicants; FEMA employees who assist State mitigation staff and/or who are responsible for reviewing Unified HMA applications and/or monitoring Unified HMA grant awards.
