Join 1,200 of the nation's floodplain managers May 20-25, at the Marriott Rivercenter in downtown San Antonio, as we pilot improvements in flood risk management and national policy. Government Officials, planners, engineers, consultants, watershed managers, flood protection product vendors, educators, and others will gather for the most comprehensive floodplain management conference in the world. Participants interact, exchange ideas, make contacts, form partnerships, and prepare for a more sustainable future for flood damage reduction.

Our theme for 2012 is derived from San Antonio’s five historic Spanish missions combined with the goal of effectively managing flood risk. Due to its large size, Texas has a wide variety of climates and flood threats. Beginning in West Texas, alluvial fan flooding is an issue in that arid desert climate. An international water boundary with Mexico along the Rio Grande river also presents its challenges and opportunities. Moving eastward, playa lakes can be found in the panhandle of Texas and in the Lubbock area. Central Texas bears the infamous title “Flash Flood Alley”, where the Balcones Escarpment meets the black land prairie and limestone areas, and extensive flooding can happen in a matter of minutes. East Texas has piney woods and is the wettest region in Texas. There, flooding can occur from coastal systems, including hurricanes and tropical storms. The extensive Gulf Coast region houses millions of people, and includes Houston, Galveston, and Matagorda, just to name a few. While most coastal residents are aware of the potential threats hurricanes and tropical storms can pose along the coast, many do not realize that continuous coastal erosion and subsidence can make the flood situation worse. These problems are especially prominent in the Houston area due to excessive groundwater withdrawal.

Throughout the week, more than 250 of the industry’s experts will conduct plenary and concurrent sessions and share the state-of-the-art in techniques, programs, and resources to accomplish flood mitigation, watershed management, and other community goals. A three-day comprehensive exposition features the materials, equipment, accessories, and services vital to get the job done. Supplementary technical field tours and training workshops provide in-depth training. Numerous networking activities offer additional opportunities to learn from each other.

The conference is conducted by the Association of State Floodplain Managers, the world's leading voice for sound floodplain management, with 32 Chapters and over 14,000 members world-wide.

The Center for Government Services (CGS) at Rutgers University assists the Bureau of Code Services in the New Jersey Department of Community Affairs in offering more than 325 seminars required by law for Construction Code Enforcement Officials, Technical Assistants, and Multiple Dwelling Inspectors.

The mission of the Continuing Education Program is to further the professional development of code enforcement personnel by providing quality educational offerings through continuing education programs for licensed inspectors and their support staff. Together, our state and local governments are committed to protecting the health, safety, and welfare of all people throughout our communities to ensure that New Jersey continues to be a safe and desirable place to live.

This seminar is designed to present an overview of NJ’s Flood Hazard Area Control Act Rules (N.J.A.C. 7:13). Instructor will discuss these rules in detail, and will answer questions regarding the technical issues and regulatory requirements involved in obtaining flood hazard area permits (formerly known as stream encroachment permits). This program provides attendees with an understanding of the flood hazard area permit process (from the pre-application stage through the formal review period and post-permit period) and addresses the major design and construction standards for activities within and near New Jersey’s waters.

NJAFM: The New Jersey Association for Floodplain Management (NJAFM) is dedicated to promoting sound floodplain management at all levels of government. NJAFM seeks to accomplish this goal through education, outreach, training and coordination of flood mitigation activities between state and federal governmental agencies, municipal officials, property owners and private sector professionals. NJAFM is the NJ State Chapter of the Association of State Floodplain Managers (ASFPM).

ASFPM: ASFPM was founded in 1977 as the supporting organization of professionals involved in floodplain management, flood hazard mitigation, flood preparedness, and flood warning and recovery. ASFPM’s mission is to mitigate the losses, costs and human suffering caused by flooding and to promote wise use of the natural and beneficial functions of floodplains. ASFPM is the premier voice in floodplain management practice and policy throughout the nation.

CFM PROGRAM: The Certified Floodplain Manager (CFM) program was established by ASFPM to improve the knowledge and abilities of floodplain managers in the United States. More information on the CFM program can be found at www.floods.org, then click on “Certification Program”.

CFM REVIEW: NJAFM is presenting a 2 day review program to prepare for taking the CFM exam. This review course will closely follow the following documents: FEMA-480, a study guide and desk reference for local officials, and Flood County USA Flood Insurance Study and maps. The course instructor will be Cleighton Smith, PE, CFM. All registrants will be expected to review study materials prior to the course.

DATES AND TIME OF REVIEW COURSE:
WEDNESDAY, SEPT 12, 2012 (9:00AM TO 4:00PM) AND
THURSDAY, SEPT 13, 2012 (9:00AM TO 4:00PM)
